Commercial Debt Recovery in Syria: An Initial File Checklist

A debt-recovery file should be evaluated for proof, procedure and recoverability before costs are committed.

Build the contractual record

Collect the signed contract, purchase orders, invoices, delivery records, account statements, acknowledgments and correspondence. The file should show the obligation, performance, amount due and any agreed payment or dispute terms.

Preserve notices and chronology

Prepare a dated chronology and retain demands, replies and settlement discussions. Counsel should assess limitation, notice and jurisdiction issues promptly; they should never be assumed from a foreign template.

Choose a proportionate route

A documented demand or negotiated settlement may be appropriate before proceedings, but urgency, denial, dissipation risk or an existing enforceable instrument can change the route. Any settlement should clearly record amount, timing, default and enforcement consequences.

Separate merits from recoverability

A strong legal claim may remain uneconomic if the debtor lacks identifiable assets or competing claims have priority. Asset information and realistic costs should therefore inform strategy from the beginning.
